In expanded form this post's title means: the European Union is pushing Information and Communication Technologies for Small and Medium Enterprises... sorry about the many acronyms... You will find a very interesting initiative on facilitating ICT access to SME's in this page. I like how the EU thinks more and more bottom-up... while still most governmental bodies out there think top-down. And sorry for the short post, almost a tweet, but I am still a bit low spirits and fighting for some inspiration.
